Who checks compliance
NCEMA 7000 is a national standard, and its enforcement is running through emirate-level programmes. The most developed is Abu Dhabi's: the Abu Dhabi Emergency, Crisis and Disasters Management Centre (ADCMC) is mandated to assure BCM implementation across Abu Dhabi entities and audits them against NCEMA 7000:2021, with NCEMA representatives taking part in the assessments.
The numbers show the trajectory. Since 2021 the programme has assessed over 90 government bodies and companies; by March 2025, 89 entities were confirmed compliant. What began as a government exercise is expanding — private organisations have already gone through the process, and supplier requirements pull thousands more into scope indirectly.
What auditors actually look for
The audit follows the standard's own logic: clauses 3-7, 9 and 10 for the management system, clause 8 for operations. In practice, assessors probe five things hardest:
- Leadership that is real. A named accountable executive, an implementation plan with dates — not a delegated policy signed once.
- A BIA with numbers. Prioritised activities, impact over time, recovery objectives that current arrangements can actually meet.
- Evidence of exercising. A realistic scenario tested in the last cycle, with findings and closed actions — the single fastest way to tell a living system from a paper one.
- Supplier dependencies. Clause 8 requires evaluating critical providers' continuity against your dependency on them. Few organisations have this; auditors know it.
- Clause 9 indicators. Defined KPIs for the compliance elements, an internal audit, a management review — the loop that proves the system is maintained.
The process, step by step
- 1 · Self-assessment / gap assessment. Map yourself against every clause before anyone else does. 2-3 weeks, done honestly.
- 2 · Remediation programme. Close gaps in priority order — by cost of downtime, not clause number. Typically 3-6 months for a mid-size organisation.
- 3 · Evidence pack. Policy, BIA outputs, strategies, plans, exercise reports, training records, supplier evaluations, KPI reviews — dated and current.
- 4 · The audit itself. Document review plus interviews and walkthroughs. Expect assessors to talk to operations people, not just the BCM manager.
- 5 · Findings and follow-up. Nonconformities get deadlines. Closing them feeds clause 10 — improvement with a traceable record.
The most expensive audit mistake is preparing documents instead of preparing the organisation. Assessors interview people. If the shift supervisor does not know who can stop operations, no binder will save the day.
